1. ****现就新加坡S2T OCI EPC项目所需的下列服务进行公开招标。

China Communications Construction Company Limited (Singapore Branch) (CCCC(SG)) is conducting a public bidding for the following services required for the project of Engineering, Procurement And Construction Of Onshore Connection Infrastructure For Singapore 2nd Lng Terminal(“S2T OCI EPC”）.

Name of Services: Customs Clearance and Transportation

Quantity: 1 Item

Refer to Chapter 4 Requirements of Services for details.

2. 凡有意参加投标者，请于2026年11月3日下午14:00时至2026年11月09日下午14:00时(新加坡/**时间)，登录“中交招采网”（网址：http://zjzcw.****.cn）完成投标报名并下载电子招标文件。

已在网并且已通过招标人层级供应商或已增加招标人为**单位的供应商、上级供应商可直接报名参与。

在网平级单位供应商未增加招标人为**单位需进行**意向申请通过后报名参与。未注册“中交招采网”的单位需进行注册，审核通过后方可报名参与。（推荐单位选择：CCCC-FHDIENGINEERING Co., Ltd. ）

All those interested in bidding shall, between 14:00 p.m. (Singapore/Beijing time) on 03 NOV, 2026 and 14:00 p.m. (Singapore/Beijing time) on 09 NOV, 2026(Singapore/Beijing time), log in to theBidding and Procurement System(BPS) of CCCC online(URL: http://zjzcw.****.cn）to complete bid registration and download the electronic bidding documents. Suppliers already on the platform that have passed the Tenderee's tier review, or have added the Tenderee as a cooperating unit, as well as superior-level suppliers, may register and participate directly.Peer-level suppliers on the platform that have not added the Tenderee as a cooperating unit must pass a cooperation intention application before registering.Units not registered on the Bidding and Procurement System(BPS) of CCCC must complete registration and approval before registering.(Recommended Entity Selection: CCCC-FHDI ENGINEERING Co., Ltd.)

3. 所有投标文件应于2026年11月16日上午10:00时（新加坡/**时间）之前，在中交招采网网上（网址：http://zjzcw.****.cn）提交。无论结果如何，投标人应自行承担参与本次投标有关的所有费用。

Bids must be submitted on the Bidding and Procurement System(BPS) of CCCC online(URL: http://zjzcw.****.cn）before 10:00 a.m. (Singapore/Beijing time) on 16 NOV, 2026. whatever the outcome, Bidders shall bear all cost related to participating in this bidding.

4. 为协助审查、评价和比较投标及投标人的资格，招标人可酌情要求任何投标人澄清其投标。投标人提交的任何澄清，如果不是对招标人的要求作出回应，将不被考虑。如果投标人未在招标人要求澄清的日期和时间内对其投标进行澄清，其投标可能会被拒绝。

To assist in the examination, evaluation, and comparison of the bids, and qualification of the Bidders, the Tenderer may, at its discretion, ask any Bidder for a clarification of its bid. Any clarification submitted by a Bidder that is not in response to a request by the Tenderer shall not be considered. If a Bidder does not provide clarifications of its bid by the date and time set in the Tenderer's request for clarification, its bid may be rejected.

5. 当投标人的报价明显高于或低于市场平均价格水平时，招标人有权根据相关法律法规和招标文件的规定保留全面评估所有投标价格的权利，以确保招标过程的公平、公正和合理性，并维护市场竞争的正常秩序。如果发现投标人的报价与市场价格水平严重偏离，可能对项目的顺利实施和经济性造成不利影响，招标人保留行使废标权利。

When the Bidder's quotation is significantly higher or lower than the market average price level, the Tenderer has the right to comprehensively evaluate all bid prices in accordance with relevant laws and regulations and the provisions of the bidding documents, to ensure the fairness, impartiality, and rationality of the bidding process, and to maintain the normal order of market competition. If it is found that the Bidder's quotation deviates significantly from the market price level, which may have an adverse impact on the smooth implementation and economy of the project, the Tenderer reserves the right to cancel the bid.
